Suppose there is a local ordinance that says that between 9 a.m. and 6 p.m. no offensive or obscene speeches, displays, plays, or meetings can take place.  This ordinance also states that political meeting may only take place Monday thru Fridays after noon.  Are these ordinances constitutional?  Why or why not?
